Integrated Multi- Tiered Systems of Support

Integrated Multi-Tiered Systems of Support, or I-MTSS, provides a whole-school and whole-system approach to identifying student need early, organising support, and improving consistency across learning, behaviour, wellbeing, attendance, belonging and inclusion.

Rather than treating support as a set of separate programs, I-MTSS brings existing school practices together through shared language, integrated data, coordinated leadership and evidence-informed decision-making.

What is I-MTSS?

I-MTSS is a framework for organising support across three connected layers.

1. Normative foundations
I-MTSS is grounded in inclusion, equity and prevention. It recognises that all students have the right to safe, supportive and responsive learning environments, and that student need changes over time.

2. Structural enablers
I-MTSS requires the right school and system conditions. This includes shared leadership, integrated data systems, staff capability, family and community partnerships, and a clear way of understanding student need across multiple domains of functioning.

3. Implementation processes
I-MTSS is enacted through everyday routines. These include universal screening, progress monitoring, team-based problem solving, tiered supports and evidence-informed practice.

Why it matters

Students do not experience learning, behaviour, wellbeing, attendance, culture and health as separate parts of their lives. An integrated approach helps schools respond to the whole student, rather than managing need through disconnected systems.

I-MTSS supports schools and systems to move from fragmented responses towards a coherent, preventative and responsive model of support.

Effective support does not come from isolated programs, but from systems that consistently match need, data, and response.
